Qassim Abdullah, Vice President & Chief Scientist, Woolpert
Dr. Qassim Abdullah is an accomplished scientist and a thought leader with more than 45 years of combined industrial, research and development, and academic experience in analytical photogrammetry, digital remote sensing, and civil and surveying engineering. He obtained his doctorate degree in photogrammetry from the University of Washington in Seattle.
Currently, Dr. Abdullah is Vice President and Chief Scientist for Woolpert. In addition to his position at Woolpert, Dr. Abdullah serves as an adjunct professor at Penn State and University of Maryland, Baltimore County (UMBC) teaching graduate courses on UAS, Photogrammetry and Remote Sensing. Dr. Abdullah is also a member of the NOAA Hydrographic Services Review Panel (HSRP) and is on the Transportation Research Board’s Standing Committee on New Users of Shared Airspace and its Standing Committee on Geospatial Data Acquisition Technologies.
Dr. Abdullah is a Fellow with the ASPRS, was the creator and principal author of the new ASPRS Positional Accuracy Standards for Digital Geospatial Data, received the organization’s Lifetime Achievement Award in 2019, and has been the recipient of several prestigious awards within the organization. Dr. Abdullah is a certified photogrammetrist and licensed professional surveyor and mapper in Florida, Oregon, Virginia, and South Carolina. He is also a certified thermographer by the FLIR Infrared Training Center and a Certified GEOINT Professional in Remote Sensing and Imagery Analysis.
Presentation Topic: 2023 ASPRS Positional Accuracy Standards, Edition 2
The ASPRS Positional Accuracy Standard for Geospatial Data is widely used throughout the geospatial industry as the benchmark for positional accuracy and data quality reporting. In August 2023, ASPRS published the Edition 2 of the Standard to address evolving technologies. The panel will brief the audience on the significant changes in Edition 2 and the Best Practice Addendums and will discuss the impact of these changes on the industry and profession.

Lunch & Panel Discussion: NGS Geospatial Modeling Grants Panel Session
Moderator: Brad Kearse, Deputy Director, NGS
Description: The NGS Geospatial Modeling grant program is focused on modernizing and improving the National Spatial Reference System NSRS and address emerging research problems in the field of geodesy. A secondary objective of this funding opportunity is to support a Geodesy Community of Practice in collaboration with federal and nonfederal stakeholders to address the nationwide deficiency of geodesists and improve the coordination and use of geospatial data. This panel session will explore the research and other activities underway from recipients of the most recent round of the NGS Geospatial Modeling Grant Program.
